North Carolina eyes Arizona immigration law

A state senator says North Carolina should consider an immigration policy similar to Arizona's new law that makes it a crime to be in the country illegally.

The move adds North Carolina to a list of some 20 states reportedly considering introducing bills similar to Arizona's controversial law. Recent polls show that more than 60 percent of Americans support the law.

Senator Don East, a Surry Republican, introduced his resolution, S1349, this week to consider legislation that requires immigrants carry identification that proves they’re in the country legally. Twelve Republican senators, including Senator Bob Rucho of Matthews and Austin M. Allran of Hickory, have signed on to co-sponsor the resolution.

East, a retired police officer, told the Mount Airy News he introduced the resolution because he wants to make sure the federal immigration laws are obeyed in North Carolina.

“If the federal government’s not going to follow the federal statute, let the states do it,” he told the newspaper.

An estimated 350,000 illegal immigrants live in North Carolina and 70,000 in South Carolina.

Legislators in South Carolina introduced similar resolution that would direct state law enforcement to check the legal status of people they suspect to be in the country illegally.

At least 20 other states are considering following Arizona and proposing similar legislation, according to the Immigration Policy Center.

With federal legislation stalled in Washington, state legislatures are tackling immigration issues at an unprecedented rate, according to the National Conference of State Legislatures.

In the first quarter of this year, state legislators in 45 states had introduced 1,180 bills and resolutions relating to immigrants and refugees, according to NCSL. As of March 31, 2010, 34 state legislatures had passed 107 laws and adopted 87 resolutions; 38 bills were pending signatures on governors’ desks.

Maybe a better approach that would meet judicial review would be to simply fund all 100 counties' law enforcement offices that operate the jails to have the 287g program.

I live in NC and to the person who said we don't have the crime issue here with illegal immigrants, please check your facts. NC is one of the top states in the US that has the most "recorded" members of the gang MS-13, and please let's be logical and agree that most likely they aren't here legally. So please before you defend the state you LIVE in, know that the state is larger than just your town or county. As a matter of fact, go back to the observer's front page and scroll to the bottom and see where a nightclub was just shut down due to gang activity there in Charlotte NC. I'm proud of our state for wanting to finally stand up against those crying these bills aren't PC to the Hispanic population.

For someone who "thinks" we don't have a crime problem with illegals, I would suggest they think again. Traffic offenses, sex offenses, and drugs just to name a few.

Diseases that "had" been all but eradicated are rearing their ugly heads again since the onslaught of illegals.

Never, never, never should we be rewarding illegal activity of "any" kind. Anything less than swift and sure incarceration and/or deporting is not acceptable.

Want to have an effective immigration policy? Instead of passing a controversial bill that may violate regular citizen's rights... simply pass a law that any company that hires an illegal alien will face stiff penalities such as jail time for CEOs etc. Game over! They will no longer come if they can't find work!

A drivers license/state ID will not prove citizenship and I suppose the fear is most US residents of a non-Caucasian ethnicity will only be carrying this.

Example: a very close friend was born and raised in Mexico and has been a naturalized US citizen for over a decade. She is not white and still has a strong accent. If pulled over for a traffic violation in Arizona, would law enforcement accent her SC drivers license as proof of citizenship or should she be carrying her US passport?

I feel bad for the position law enforcement officials have been placed in. To be fair, they need to start asking everyone, regardless of race and ethnicity, for proof of citizenship.

This Republican looks as if he should be Irish, does he have to carry id to prove he belongs here? I doubt it, this isn't targeted at the Irish illegal immigrants. Give anyone born here the citizenship test that people take daily to become a citizen and I guarantee you more than half couldn't pass it.

I own a home improvement company and loose jobs because my competition is cheaper! It's because I hire American works who demand bigger pay, while my competition has illegal immigrants working for pennies on the dollar. Yet, people go with the cheaper company. Illegals are only here because businesses are trying to save their bottom-line and customers aren't demanding higher standards. Quit blaming the illegals.

It's already a federal law for immigrants to carry these, the only thing the AZ law did was make it a state crime to be in the country illegally. You can blame large corporations, but the blame belongs more squarely on the shoulders of smaller-to-midsized companies.
It's part of their effort to control overhead costs.

I am not so stupid as to think that the overwhelming amount of illegal immigrants in this country are not hard working decent people who are a positive addition to the country. BUT.. People need to drop the entire nazi germany fear and move to a National ID card. We already have SSI card and the system could easily be adapted to be a ID card. It will be impossible to have any form of immigration control without it. But most of the immigration push is being driven by racist xenophobia devoid of rational thought. IT'S THE EMPLOYERS THAT ARE THE ROOT CAUSE OF THE ILLEGAL IMMIGRATION PROBLEM. If you don't go after the employers you have zero chance of succeeding. It's about darn time! It's good to see so many state governments following Arizona's excellent example.

I also think that it's important to put teeth into state laws in order to put a serious fear of prosecution into the small to medium-sized businesses that hire illegals in the first place. Why are there 350,000 illegals in this state? My first guess would be because they're being hired by builders. There's a tendancy to demonize illegal aliens, but it's the employers that should be demonized... they're the ones contributing to the destruction of the rule of law. It's time they were held accountable.

Speaking of accountability, why is the Federal Government able to get away with not enforcing our immigration laws and protecting our borders? This has been a huge problem since Reagan first gave millions of illegals amnesty in the 80s. Why do WE allow this to continue? It isn't a Republican or Democrat issue when the feds refuse to enforce our laws. It's an American issue. It's time to take back control of our government.

Great idea!

Immigration laws were enacted in order to help preserve a countries natural resources. You can expand resources to jobs, money, disease, etc. The unfortunate thing is that small business needs cheap labor. When that is controlled, then illegal immigrants will stop being able to work here.

As for those who are in favor of illegal immigrants, YOU take them in, YOU pay for them, YOU feed them, YOU assume RESPONSIBILITY for them.

I will not. My family immigrated here LEGALLY. I expect others to do the same!

Also, I agree with going after businesses. Talk about adding jobs!!! You could set up a task force in each county to investigate all of these. BUT, the cheap labor argument is more complex. I'm not justifying small/ mid business going after cheap labor at all. The question is why? Maybe it has something to do with NAFTA and other disabling trade agreements. If you make a product in a foreign country, you should have to pay the same taxes as other importers. Companies try to get around this by sending "American" parts to Mexico to be assembled (a lot of times wrong) and bring them back as "American Made" products. Case in point, drove by a car lot the other day.....on the window sticker..."The transmission for this vehicle was assembled in Mexico". Stop unfair trade agreements and go after businesses who hire illegals.

Things that would pick up.....more money to spend on educating legal citizens, fewer hospitals at capacity and the list could go on and on. The state of NC is bursting at the seams budget wise. Yes there is a lot of wasteful spending in that $19 billion dollar budget, but there is quite a big chunk of that used to house, feed, support 350,000 extra mouths. I can hear it now, "but if they were here legally we would be spending that money." True, but they would be required to pay their fair share of taxes too.

I personally think Bush was on to something with the whole Temporary Worker's program.

I used to work in tobacco, cotton, soy bean fields as a kid 15 years ago (you can work in farming at age 14). We were cheap labor and there where few adults out there with us. Now, kids don't want to work in the field during the summer. My uncle tries to get help to work during the summer, but kids are too lazy and don't want to work in the heat 8-10 hrs for $9 an hour....

I knew a guy who owned a home-repair business and bragged about how he loves hiring illegals because they're cheap... meaning that he sees an increase in profits. He was also a gambling addict, so he ended up blowing said profits at casinos. What a loser.

Some 'progressives' like to lie and describe this as a human rights issue. The poor poor Mexicans (and other Central Americans) can't find work in their own countries and it would be a sin to deport them back to their native countries. But they miss a key point: The real human rights issue is that illegal aliens are treated like slave labor... paid below what we consider minimum wage and worked like chattel. They have no rights, and no recourse. And yet, the federal government refuses to deport them, refuses to prosecute the American businesses that hire them, and refuse to even protect our borders. Why? My guess is that the government is more interested in encouraging criminal activity because it keeps the labor unions and small to medium-sized business owners happy. All while Americans continue to be unemployed.

I've heard the tired old argument that illegals do the jobs Americans won't do. That is total crap. The truth is that Americans won't do these jobs for less than minimum wage! I see no reason why hard-working Americans must be forced to live with a government that continues to stab us in the back, just because illegals are a convenient, and disposable, resource. If our country is truly one where the rule of law matters, then that law should be applied equally and across the board... not just when it's convenient.

There should be NO consideration of amnesty for illegals in this country until the deliberate porousness of our border with Mexico is permanently corrected. Our fellow citizens along that border carry the burden of this invasion on a daily basis. It's time we stood up to help them AND our country. If we do nothing, you can bet that we will soon see even more headed our way and in twenty years we'll be looking like that cesspool of a country called Mexico.

If your friend was pulled over and asked, she'd be a legit citizen to simply answer any question (IF it's actally posed to her) by saying "I'm naturalized since X year". The fact she'd not get all surly or weird would prolly show she's not full of it. Plus, they could pull up public records on a legitimate citizen (phone, address, etc).

Man, when driving you have to have your license and registration. When going to a bar you need it, when at a voter's precinct you need some legit means to demonstrate you can vote...stop being paranoid. Your frinds, if intelligent, wouldn't refuse to answer a question or choose to speak only Spanish and cower in her seat. That's stuff people with something on their conscience do.

BTW, when I lived in Australia, I had to prove my proper "existence" there at various times by physically showing my student visa nd passport. Get over it--I looked like a white Aussie, until I opened my mouth, but Australia (as a sovereign nation) has the right to mandate I follow their rules as a guest.

My uncle offers farming jobs to all, no matter if they are illegal or not. He pays more than the minimum wage in NC which is $7.25 (he actually will pay $2 more to the tune of $9.25-$10 /hour).

Who takes up his offer....take a wild guess. He advertises in Eastern NC (Nash, Edgecombe, Pitt Counties) and no one will do it.

BTW, he tries to hire only Legal Immigrants. And if an American needed a job, he would give it to him that day.

Look at the majority of our kids. They are a reflection of us. WE are growing lazy.

Isn't this known as a passport? What's the big deal if immigrants are required to carry proof of legal entry into the country? Every other country requires it.

This dispute about immigration is outrageous. Everyone is enraged over paying higher taxes, yet one of the largest sources of taxation is for the expense of illegals who are using US benefits (schools, medical, etc.). You can't have it both ways - time to recognize that something needs to be done about this out of control problem.

If the Federal Government is too weak to enforce the laws already on the books, I believe the states have every right to do everything in their power to enforce them. Kudos to Arizona for taking matters into their own hands and adapting the Federal law to their state and I will support a similar adaptation in North Carolina.

Look up the word "illegal". Look up the work "crime". Both of these terms mean something that is against the laws of the state or nation. Why would any state have to pass a law to make it a "crime" to be in a state "illegally". I'm sure all states already have laws against illegal entry from other countries. Just use them like you are supposed to. When I travel, I MUST have my passport. No exceptions. I'm no better than anyone else, and they are no better than me to get some type of i.d.

With attitudes like this (We refuse to learn any other language you must learn our instead) what should we expect from other countries that we owe money too? For those who think or say the USA is the greatest country in the world pls tell me what is great about this country anymore? avg citizen (those who are legal!) have more debt than anyone else in the world, we don’t make much in the world any more, capitalism but then we complain when someone illegal will work harder for cheaper, freedom but then we have the lowest population per square mile but more percentage of citizens in jails than anywhere in the world, military huh yes we do have 1 of the finest in the world so what else……anyone? Don’t get me wrong we were once great but now I have to really think about that statement and illegal’s had little to do with our decline, it was us and our politicians that are to blame for our decline. Stop pointing fingers and blaming the illegal’s for all our problems and start looking at your own life and own way of living.

This is sad. Most likely, my father and I are profiled. He's Vietnamese, I'm biracial. We've both been engaged by Hispanics/Latinos...I know enough to say "No habla espanol, habla espanol muy poquito" but I can usually help them out using hand motions, spanglish, and the french that I do know helps a little bit.

This is very disheartening.

Hey 'Leviticus dude': It's been clearly shown that anyone can support pretty much ANY position with a quote randomly lifted for the bible. Leviticus? Leviticus?? Of all the books in the old testament, you quote from what has to be THE most savage book. Shall we murder gays and pagans as well? Are you a practicing orthodox Jew? If not, then you should probably stick to the New Testament... which was written with the sole intention of attracting Gentiles to the new religion of Christianity.

Many of these comments expressing 'outrage' at the 'xenophobia' displayed by anti-illegal immigration are clearly missing the point: There is a non-stop flow of illegal aliens into our country that the Federal Government CHOOSES to do nothing about. They are deliberately turning a blind eye to the breaking of our sovereign laws. Under any other circumstances, this would be called 'aiding and abetting a crime'. Our elected leaders swear an oath to the American people to obey and ENFORCE our laws. That's supposed to be their job... why we elect them.

The fact that this Government, as well as American businesses who hire these illegals, choose to do nothing is why the States are looking into enforcing immigration laws themselves. They're tired of waiting and waiting and waiting... and this isn't just an Obama thing. George W. Bush and John McCain (aka the Traitor to Arizona) tried to push through an amnesty bill a couple of years ago.

We are being betrayed by our own government... one that would prefer to support the illegal invasion of America by Central Americans and Mexican because it could mean more votes for the Democrats once they're naturalized. There's a word in English for this kind of behavior: Treason.

If the Federal Government won't do it's job,is it going to take secession again, before they get the message? It is my humble opinion, that it is the right of the people, to decide what laws should, or should not be enacted. If the people agree, with proposed laws, then enforce them. Don't keep jeopardizing your citizens, with porous borders.

I applaud this govenor and any other states govenor's who will finally start enforcing and who cares creating new ones if need be to eliminate the overwhelming influx of illegals into this country. Don't we have enough economic woes of our own without encouraging or allowing constant burdgeoning of our welfare system, entitlement programs. Taking away jobs, having to change our language to accomodate illegals, and fear of the viscous gangs that have found their way into our country from south of the border. Come on people wake up. Spend a day in California, Arizona and Texas along the border or visit Mexico away from touristy spots and you will get a true test of what this country will eventually be like.

Just a few comments. I'm a legal immigrant that came into this country 12 years ago. I work closely with illegal immigrants and to the few people that say that this community is a drain to the economy of their city please consider what you are saying.... 90% of the illegal immigrants that I have met and worked with end up paying more taxes and profit this country more day in and day out. When as a legal immigrant I pay taxes through work and all the products I use I also collect income tax at the end of the year... The 90% I was talking pay just as much tax as I do and guess what in most cases they don't get their income tax back... so who keeps that money???

Industries that will suffer.... Creditors, GMAC, Used car dealers, and pretty much every other business out there. These people drive cars, live in houses and eat food just like everyone else... FAST FOOD... every time I go through a Fast Food drive through the majority of the people inline are not Mexicans!!! on the contrary, mostly Americans. The reason I mentioned creditors is because most of the illegal immigrants pay 2 or 3 times as much interest for the same junker you and I would buy at a much cheaper interest, only because they cant prove they have credit and why? because they are not able to get a SS card....

Dont talk about jobs and the jobs that illegal immigrants are taking from us... most of us wont do the type of work they do because we don't want to... we prefer the white collar, office, and recognized jobs. If you want a perfect example of this go to the homeless shelters and talk to the homeless man and women... most of them would be able to perform the simple duties of a landscaper, cleaner or even construction worker, but do they?

Crime!!! I wont defend my fellow immigrants in this but I will say that they are not the only ones that drive intoxicated or strong out.... why don't you listen to the radio stations, from time to time they will have people call in to confess how many times they take a hit of something and get on the road... and they laugh about it like its funny, I'm not talking about immigrants I'm talking about all races!!!!

Finally, we all came from somewhere in this world and at one point or another one of our family members were immigrants, legally or illegally... If the Native Americans could have kicked everyone out when they were loosing their land then we all would not be here... But again, someone forced themselves into this country by killing, stealing, cheating, and BREAKING THE LAW!!! Laws that maybe were not on paper or enforced by government officers but laws that were surely there...

I'm not sure how well the fed is going to do when it comes to striking down the new AZ law. Many other states already have laws like this one. I think that as states start cracking down on illegals, there's going to be higher demand for visas. That's why prospective immigrants (those of means) should turn their eyes toward the eb5 green card visa, for investors. It's one of the fastest routes to LPR.
