Congressman outlines plan for immigration reform


U.S. Congressman Luis Gutierrez, an Illinois Democrat, presented his vision for a new comprehensive immigration reform bill Tuesday at a rally on the west lawn of the United States Capitol.

He spoke in front of thousands of immigrants who came to the capitol to calling for comprehensive immigration reform. He plans to introduce a full bill in the coming weeks.

His proposal focuses on a path to legalization for illegal immigrants, but also includes proposals for protecting immigrant workers, better employee verification systems, and stronger border enforcement.

“We need a bill that says if you come here to hurt our communities, we will not support you, but if you are here to work hard and to make a better life for your family, you will have the opportunity to earn your citizenship,” Gutierrez said. “We need a law that says it is un-American for a mother to be torn from her child, and it is unacceptable to undermine our work force by driving the most vulnerable among us further into the shadows.”

Critics say Gutierrez’s proposal amounts to an amnesty proposal for those who broke American laws.

"Amnesty sends a message that you’re a sucker to play by the rules," said Dan Stein, president of the Federation for American Immigration Reform, which promotes stronger immigration enforcement, according to the Fort Worth Star Telegram.

Congressman Gutierrez released on his website the following outline of the core principles that he will use in his reform bill:

– Pathway to legalization for illegal immigrants
– Effective border enforcement
– Humane interior enforcement
– Protecting immigrant workers
– Stronger verification systems
– Family unification
– Updated visa system
– Agriculture jobs
– Access to college for undocumented students

WASHINGTON, /PRNewswire-USNewswire/ — A new survey by Zogby International finds that people in Mexico think that granting legal status to illegal immigrants would encourage more illegal immigration to the United States. As the top immigrant-sending country for both legal and illegal immigrants, views on immigration in Mexico can provide insight into the likely impact of an amnesty, as well as other questions related to immigration.

The results are on the Center for Immigration Studies’ website. Among the findings:

• A clear majority of people in Mexico, 56 percent, thought giving legal status to illegal immigrants in the United States would make it more likely that people they know would go to the United States illegally. Just 17 percent thought it would make Mexicans less likely to go illegally. The rest were unsure or thought it would make no difference.

• Of Mexicans with a member of their immediate household in the United States, 65 percent said a legalization program would make people they know more likely to go to America illegally.

• Two-thirds of Mexicans know someone living in the United States; one-third said an immediate member of their household was living in the United States.

• Interest in going to the United States remains strong even in the current recession, with 36 percent of Mexicans (39 million people) saying they would move to the United States if they could. This is consistent with a recent Pew Research Center poll which found that about one-third of Mexicans would go to the United States if they could. At present, 12 to 13 million Mexico-born people live in the United States.

• An overwhelming majority (69 percent) thought that the primary loyalty of Mexican-Americans (Mexico- and U.S.-born) should be to Mexico. Just 20 percent said it should be to the United States. The rest were unsure.

• Also, 69 percent of people in Mexico felt that the Mexican government should represent the interests of Mexican-Americans (Mexico- and U.S.-born) in the United States.

• A plurality, 39 percent, of Mexicans thought that in the last year fewer people they know had gone to the United States as illegal immigrants compared to previous years. Only 27 percent thought more had gone. The rest thought it had stayed the same or were unsure.

• A plurality, 40 percent, also thought that in the last year more of the illegal immigrants they know had returned to Mexico compared to previous years. Only 25 percent thought the number returning had fallen. The rest thought it had stayed the same or were unsure.

• Both the bad economy and increased immigration enforcement were cited as reasons fewer people were going to America as illegal immigrants and more were coming back to Mexico.

Discussion

As the nation begins debates the issue of immigration, the perspective of people in Mexico is important because Mexico is the top sending country for both legal and illegal immigrants. In 2008 one of six new legal immigrants was from Mexico and, according to the Department of Homeland Security, 6 out of 10 illegal immigrants come from that country. Asking people in Mexico their views on immigration can provide insight into the likely impact of an amnesty for illegal immigrants and other questions related to immigration....

The survey was conducted in August and September of 2009 and consisted of 1,004 in-person interviews of adults throughout Mexico. The findings show that a majority of people in Mexico think that an amnesty would make it more likely that people in Mexico would come to the United States illegally. This is especially true for people who have a member of their households living in the United States. It is important to note that respondents were asked specifically about whether an amnesty would make illegal immigration more likely, not just immigration generally. Other questions in the survey explore attitudes about migration to United States generally, recent trends in migration, and loyalty to the United States.

The results may give pause to those lawmakers who think that an amnesty/legalization for illegals immigrants would reduce illegal immigration in the future. The findings of this survey indicate that an amnesty would encourage more illegal immigration, at least from Mexico.

56% Say U.S. Government Policies Encourage ILLEGAL Immigration

U.S. voters want aggressive action to restrict illegal immigration, but they don’t think immigrants should bear the brunt of the enforcement efforts on their own. Most say the federal government and those hiring illegal immigrants also need to be brought into the discussion.

The latest Rasmussen Reports national telephone survey finds that 56% say the policies of the federal government encourage people to enter the United States illegally. Only 27% disagree, and 17% are not sure.

Republicans and unaffiliated voters overwhelmingly believe that federal policies encourage illegal immigration. Thirty-two percent (32%) of Democrats agree, but 41% do not.

The view that the federal government is enticing people to violate the law is consistent with earlier surveys. Among voters who are angry about immigration, 83% are angry at the federal government. Only 12% direct their anger at the immigrants.

Voters want the laws of the land enforced but not just against illegal immigrants.


The new survey finds that 64% believe law enforcement officers should sometimes conduct surprise raids at places where immigrants gather to find work. An even larger number (71%) say those who do the hiring also should be arrested.

Earlier surveys have shown that voters overwhelmingly believe that those who employ illegal immigrants should be punished.

Sheriff Joe Arpaio of Maricopa County, Arizona has aggressively enforced laws against illegal immigration including raids of places where illegal immigrants gather to seek work. He is viewed favorably by 68% of Arizona voters, making him one of the state’s most popular political figures. Most in the state say the tough sheriff has been good for the state’s image.

However, Arpaio’s activities have drawn greater scrutiny under the Obama administration. His department is now being investigated by the U.S. Justice Department for alleged racial profiling in its street sweeps for illegal immigrants. Similar profiling concerns have prompted the U.S. Department of Homeland Security to limit Arpaio’s ability to arrest suspected illegal immigrants under federal law. His officers will still be allowed to check the immigration status of people brought into their jail on other charges but will no longer be able to conduct street patrols specifically looking for illegal immigrants.

Only 33% of voters nationwide want the federal government to place such restrictions on local law enforcement officers. Forty-six percent (46%) do not while 21% are not sure. Part of the resistance is likely due to the fact that voters are skeptical of the federal government’s enforcement efforts. In fact, 74% say the government is not doing enough to secure the borders.

But 61% are at least somewhat concerned that efforts to identify and deport illegal immigrants also will end up violating the civil rights of some U.S. citizens.

On immigration, there has consistently been a large gap between Mainstream America and the Political Class. The biggest point of disconnect between voters and the conventional wisdom in Washington, D.C. has to do with priorities.

Almost always in Washington, the debate begins with a focus on how to address the status of illegal immigrants already in the country. To voters, that is a secondary concern. Controlling the borders is their top concern. That hasn’t changes since the 2006 immigration legislation collapsed when the U.S. Senate surrendered to public opinion. During that debate, a New York Times/CBS poll found that 69% believed illegal immigrants should be prosecuted and deported....

....What is often lost in the debate over immigration reform is that once the borders are controlled, most Americans favor a welcoming immigration policy provided it is done within the law. Republicans are more supportive than Democrats of such a policy. Overall, by a 55% to 27% margin, Americans favor a policy goal that would welcome everyone except criminals, national security threats and welfare dependants.

Why don't we go back to a controlled immigration program that also allows immigrants from countries other than Mexico to have the same welcoming in the US? Certainly there are people in other countries that deserve a chance at a better life. Additionally, the flow of dollars out of the US by most of the illegals is as bad to our economy as our buying of oil from out of the country.

You won't see its findings and contents discussed by the dinosaur media because they'd rather you not be aware. In short, it costs our state $1.3 billion annually for just incarceration - emergency medical care - education services to illegal immigrants. That figure does not include English instruction, law enforcement/courts, translators, assistance for public housing, food stamps, welfare payments, etc. Other factors not considered in the reports are job losses by citizens to illegal aliens and the depression of wages in the construction, landscaping, assembly, food processing and service sectors that most illegal aliens are employed in.

Also, the cost to North Carolinians of their share of the impact that illegal immigration places on 15 federal department was not included.

Overall, the cost of illegal immigration nationally is in excess of $100 billion annually.

Another item gleaned from the study I cited is the remittances of $1.2 billion annually from illegal immigrants in North Carolina to Mexico. Nationwide, $26 billion in remittances is transferred from the U.S. to Mexico. This is money that is permanently transferred from our economy to a foreign country due to the lack of border control and non-enforcement of hiring laws.

Pay to have all illegal immigrants rounded up. Pay to have them deported. Then pay to have them rounded up again when the come back in and pay to have them deported again. Go thru that loop as many times as the illegal immigrant is will to put you thru it OR go after the employers of illegal immigrants once. Your choice. After the illegal immigrants hear that they cannot get jobs they leave on their own. I really think that most people who post here would rather deport the same Illegal immigrant 10-20 times than go after the employer once.

Over half of Mexican nationals polled in a recent survey by Zogby International say that amnesty would create a massive influx of illegal immigrants from Mexico. With Mexico being the major source nation for illegal immigrants, this should serve as a wake up call to those in Congress calling for amnesty. Yet, Sen. Chuck Schumer (D-NY) and others continue to claim that legalization measures within comprehensive immigration reform are the answer to the illegal immigration problems of the US. Apparently, the pro-amnesty camp is not worried about letting history repeat itself.

After the last amnesty bill in 1986, the US did indeed see a flood of illegal immigrants crossing the border. Numbers soared from an estimated 3 million illegal immigrants in the country to 12 million today. It should come as no surprise that upon seeing those already in the country being handed legal status and a path to citizenship, others sought to come to the US and simply wait out their chance. By granting another amnesty, we will not solve the illegal immigration problem, but simply put the country in the same place in another twenty years.

No matter what amnesty proponents claim, the amnesty of today will not end up looking any different from 1986. An honest solution to illegal immigration instead needs to increase border security, create avenues for legal immigration through temporary worker programs, build economic development in Latin America, and increase enforcement to force people to return home. Only by means of these actions can we truly begin to solve the problem of illegal immigration in the US.

By now, America and her politicians should have learned a lesson from the Immigration Reform and Control Act (IRCA) of 1986:
Namely, amnesty only begets more millions of illegal aliens.
Indeed, since amnesty was granted to several million illegal aliens back then, another 20- 38 million have unilaterally decided to make America their home

The Center for Immigration Studies was founded by a white nationalist to provide cover for the nonsense his other groups (FAIR, Numbers USA, US English, The Social Contract Press, among others) were spewing.

It is nonsensical on the face of it to get excited or to see a threat in the idea that one third of 111 million people have "an immediate family member" among the 11.5 million Mexican born US population.

That is the way these nativist groups work--they present something that is almost irrelevant as if it were some sort of scary secret.

If you get all of your information from one source (especially if it is pretending to be a dozen sources), then you will leave yourself open to their breathless terrors.

Omitted from zeezil's "reporting" is the fact that the survey was done FOR the Center for
Immigration Studies and released by them. This is a little like a poll done for the Tobacco Institute that was allowed to see the light of day.

Also omitted was the fact that the poll was conducted in person. In-person interviews increase the likelihood of social desirability bias (the likelihood that the subject will say what they thing the interviewer wants to hear) so dramatically that no potentially controversial finding can be trusted in such a methodology.

There is a reason these so-called "think tanks" release their findings directly to the public. Anyone who knows the first thing about the population of interest and the methodology would pick them apart in a scholarly examination.

Maricopa County, Arizona is the best area in the country for reliable illegal alien crime statistics. The county sheriff, Joe Arpaio, has aggressively decided to combat illegal alien crime in his county. He has partnered with federal ICE through the 287 (g) program which trains local law enforcement personnel in determining and dealing with illegal aliens. He has a well staffed Triple I Unit (Illegal Immigrant Interdiction Unit).

UPDATE: The Obama Administration is doing all it can to tear down the excellent unit that Sheriff Arpaio has developed and reign in their illegal alien arrests.

The MCAO report from County Attorney Andrew Thomas features these startling numbers for prosecuted felony cases in Maricopa County, Arizona:

In 2007, illegal immigrants accounted for:

10% of sex crimes convictions
11% of murders convictions
13% of stolen cars convictions
13% of aggravated assaults convictions
17% of those sentenced for violent crimes
19% of those sentenced for property crimes
20% of those sentenced for felony DUI.
21% of crimes committed with weapons
34% of those sentenced for the manufacture, sale or transport of drugs
36% of those sentenced for kidnapping
44% of forgeries
50% of those sentenced for crimes related to "chop shops"
85% of false ID convictions
96% of smuggling convictions

Illegal immigrants make up 19 percent of those convicted of crimes in Maricopa County and 21 percent of those in county jails.

Illegal immigrants only make up an estimated 9 percent of the county’s population.

It is estimated that each violent crime cost citizens $20,000, and each property crime cost citizens $4363 per offense.
